They're not instant and they're not free. It takes 15-20 minutes to get a result, you need space to store people waiting for a result and you need staff to administer the test. The test kit is around $10. If someone tests positive then what? That's another logistical problem.
If you have a problem & think that someone else is going to solve it for you then you have two problems.
