In this case, the bill of sale would come from the person who could make the claim (guy on title)... unless you mean getting a bill of sale from the seller (not the guy on title)?

Well, the express language I use does two things: (a) an express warranty that the seller (in this case the title holder) is the lawful owner and has power to transfer the vehicle, and (b) provide recourse against the seller if a third party someday comes out of the woodwork with a claim of ownership or lien. Those third party claims would include a claim by the CO guy who currently possesses the vehicle. In this case, I'd likely also ask for a written disclaimer of ownership from the CO guy.
FWIW, I have relied on bills of sale to seek recourse for several clients, one of them a buyer of a very expensive (>$1 million) item of equipment against which a third party later asserted a claim.

Well this might kill it...
I knew there was no passenger seat, but there was a passenger airbag and a passenger door. I figured there'd be mounting placements under the flooring since they presumably make all econoline vans with front seat mounts... but is that cutout for the step where the seat would mount meaning no hope of putting in a front passenger seat?

Wheelchair van? So the step is some sort of a cruel joke?
Only way to tell if it was modified after the fact is probably look at the underneath and see if there looks like some welding done for the step mount, etc. Also how easy is it to replace an area big enough for the seat and compare to the driver side as to how close the passenger seat needs to be mounted from the door or is it closer to the center console.
The step could have been a modification by the wheel chair adaption? So could just re cover the step to make an area platform big enough to mount the other bucket seat. Or the step may not need much modification if the passenger seat is closer to the center of the van. Sort of like this photo example:![]()
Notice the relation of the passenger seat to the console compared to the drivers seat -closer to the console center point. If lucky, that step may not be as much of an issue and easy out with a nice passenger swivel captain chair mounted up. Or you could need a good part of the step cutout to be returned to factory design and have to weld a plate for the seat mount to work...
If you end up buying and are in CO, check out Blinker to buy/sell. I see what you are saying. I went an measured it out on an E150 and the step modification definitely removed the mount outer mount holes and would require such an inboard mount that it would be flush with the center console or have to be moved back to the point where it interfered with the side entrance or camp van space in an already tight floorplan (this is a normal length short wheelbase van). This thing is already quite a compromise... too much so and I lose the motivation to pump time, sweat, and $ into building it up.
So to make it work for me I'd have to strip all the flammable materials, isolate and protect any electrical lines, and have my welder buddy try to restore the floor to the point where a seat could be mounted with equal strength to the original. THEN I restore the plastic covering and go find a rotating mount and seat, start drilling and bolting the seat on... THEN I can start on the actual camper van part.
That's a lot of time and effort. I could ask for a big price break but even then...
