well of course, it's metered not just for shits and giggles, but to make sure that you don't exceed usage of your water right. But trust me, there are TONS AND TONS of wells across the west that are not metered.
And it's not so simple as "if you go over, you just pay". It's way more complicated than that. If you reach your limit and the water commissioner catches you still pumping/diverting, you get shut off. You don't just get handed an invoice.
