Yakima rack rust -how do I fix?

Hey all,

I have a hitch mounted yakima bike rack that is starting to show significant surface rust. It not only looks crappy but I guess if it went on long enough could weaken it.

Should I attack it with some steel wool, buff the rust off and then repaint it? Do I need to use rust paint (I'm not really sure what that even is)?

23 years of school and no practical skills to speak of.
I feel shame.

take away all the rust, steel wool, sanding, whatever, then paint with rustoleum maybe even some rhino liner type material?
