^^^ That's the Thule Sidearm - functionally basically the same as the T2 hitch rack, but with a folding front wheel tray thing.
I have a couple of the Sidearm racks. They're an older rack but IMHO still work just fine.
I like to use a Voile strap on the front wheel as a little extra security for longer drives.
I have some older Yakima ones in storage I think. I’ll look later.

I have a few Yakima Frontloaders (1st pic) that are really good for this. They adjust for all wheel sizes from about 16" on up and grab the wheel, not the frame or come in contact with the fork. They have an integrated (but weak) cable lock and lock to the bar. They also stretch longer (for wider bar spacing) than most similar racks that I've found.
They look really similar to the King Cobra (2nd pic) which I don't think locks to the bars.
You can usually find these on craigslist or Facebook marketplace for about $150.

Thanks for the info. If anybody me wants to sell one I'm interested. Avoiding shipping costs probably makes sense on these. I'm in Boulder County. Have some stuff to trade in gear swap thread.

Do you need an actual roof rack or just a tray?
I’ve got two Thule Big Mouth racks. Older style that grabs the downtube not tires. PM if any interest in that style - in CO but not particularly near Boulder.
Do need front wheel on? And thru axle?
I have two Thule peloton (I think) trays for free (to anyone). But they are in Missoula.
