In self checkout you can get away with it for sure. I use the app and just scan a QR code
they probably recognise you or were not doing their job correctly but you are sposed to show the card and do the whole thing
up here there is also a sign sayin they reserve the right to check inside you bag if you come in

They have never looked at my card on the way in the 25+ years I've been going there. Just flashing it or pulling it part way out is enough. Same for the people in front of and behind me. Because they check to make sure the card is valid before you can complete your purchase. But, ever since COVID started they have you hold it up from a distance so they can scan the barcode. They don't actually touch it.
I've been to Costcos in both Utah (Farmington, Ogden) and the Bay Area quite recently (the latter today), I usually use self-checkout, and nobody ever looks at my card except when I enter the store (where they don't look closely enough to see if the picture on the card is even human).
Was at costco today. No change from normal. Flash card on the way in. Card gets scanned at checkout. Receipt gets checked on the way out.
Card has been scanned at checkout since early covid or earlier, can't recall. Late last year they started requiring card scan at the food court as well.
Local Costco bakery makes a mean Works Bagel at a fair price. Except they are not sliced.

Was doing my yearly costco run yesterday with my family and they said they implemented the new card checking policy last Thursday, so it is definitely a thing.
I was at Costco yesterday and nothing beyond the usual flash the badge at the entrance. I separately bought glasses, food, and a hot dog. No picture scrutiny. I use a Costco visa card, so maybe I get special dispensation.

Do they have a system where your digital picture shows up on their screen? Are they looking at the actual card -- which has an indecipherable pic -- or at the digital version which presumably is clearer?

the closest costco in PG couldn't make the bakery pay cuz they made stuff mandated by head office that nobody wanted to buy so they hire a local baker who said he could make money. Except they wouldn't listen so baker bro was down the road and i would assume the bakery still loses money
