Which bolt, the chain guide? Are you seriously trying to dremel through the hole on the chainring?

Those cranks are super easy to remove. Leave the cap on, undo the bolt with an 8mm, and the drive side pops right off. Then you'll have room to be able to get some purchase on it with vice grips. If it's already too compromised for that, you could use a reverse drill bit (but I'm guessing you don't have one), or at least have room to finish the dremel job.

It's the bash guard bolt, but yeah same as chain guide. I was cutting a slot to get a flat head on it. Cannot get enough torque. I hammered a chisel punch to try and get loosened and nothing seems to work. I need to replace the bash guard, so I'm going to just cut the thing off...once I get the new guard.

Yeah, I figured that's why you cut the slot. It's pretty hard not to cam-out a flat screwdriver. I still think it would be easier with the crank off, but it's not going to be easy. Good Luck.
