I used to take my phone on backpacking work trips in areas without cell service, as an alarm clock and last-resort emergency backup. I couldn't figure out why my battery was draining in just a day or two with the phone turned off all the time except for when the alarm was going off. When I'd get home (where there's decent reception), I would find that my battery would last for well over a week when powered the same way. It turns out that phones use way, way more battery when they are seeking and unable to find service.
To experiment, I have taken my battery out during long trips and found that it still had full power two weeks later.
Since I know that my phone is attempting to make contact with a tower, I think it's reasonable to assume that the location of this device is tracked whenever it does make contact.
