I just had a duh moment. I thought the "stop" function just filtered out the opportunity to win the higher payouts, not, as I think you correctly point out, to stop the simulation once that jackpot is hit.
I was at around .15 ROI after 5 years of tickets. Assuming a similar ROI, I wonder if there is a real estate investor in Detroit who should have sold all his/her property in 2007 and bought powerball tickets instead.

One thing I did just think of. If I lived another 60 years (unlikely) and played every game it would be about 18K. In the grand scheme about how little that is for someone who is able to max out their 401k every year it is a pretty negligible amount in the long run for a chance to win big money. I still never play though.
