The best thing for a cheap AT&T phone (aside from the $10 Nokia offered above) is to buy one of those cheap pre-paid "Go" phones, then pop in your AT&T sim card. Voila. Contract-free cheap phone. They have some pretty decent phones, too.
It looks like I can get a go phone from a place like Best Buy for $10 or $15. So, all I have to do is move the sim card to the new phone and it is activated and functional??? Sounds too simple! Is it?

Just be sure to buy the prepaid phone for your carrier -- I believe they are all "locked." (i.e., if you have AT&T service, buy an AT&T go phone and swap the sim card in.) I assume T-Mobile has something comparable. Verizon customers... who knows (not GSM, so no sim card to swap).
If not, I have an AT&T Samsung, practically new (wife rarely used it and now has my iphone handmedown) with wall charger and gel cover. 15$ shipped stateside. Just charged it to make sure battery is good. It's good.

Yep, some are locked or have to be activated and can't be switched for a period of service time. Verizon does not use Sim cards, so it is all based on the ESN on the phone. If you purchase one of the Verizon Prepaid (no contract) Inpulse phones, it can't be activated on another companies service such as Page Plus that uses CDMA for a period of 6 months.
