If I were trying to do what you're trying to do I'd try to live close to TRAX in SLC. Trax to 7200 south is no big deal, then you get on one bus up either canyon.
Either that or live on 72nd and skip the trax step.
it's really pretty easy.

try Whitefish, MT.
I'm lazy and didn't want to read all this - But I live in Jackson and really don't drive much in the winter. It's always easy to get a ride togo touring. Bus is free in town, three bucks to get out to the Village, but is free with a season pass; many employers in the vil give free bus passes for employees. Salt Lake area is good - Lived in LLC for several seasons and parked my car - never needed it - always used the bus (free with canyon employee pass) or hitched. Never had a problem getting a ride.
Ski town or ski city??? For a ski city, I'd say Vancouver hands down! They have excellent public busses and even better monorail. The city bus will take you to the local Grouse Mountain (practically downtown...overlooking the city). There is a semi-public charter that will take you to Whistler...two trips a day...about 2 hours or so.
Once you get to Whistler, they have GREAT public buses. And they run about every half hour on a loop. They will take you from the fake, ritsy part of Whistler (the 'Village") to the REAL Whistler (the backside of Whistler), where the gondola is and the lake and the two hostels and the best burger/beer joint in Whistler!
Like a lot of ski towns Crested Butte has a free bus from the town to the mountain, and misc shuttle loops on the mountain during ski season. In addition, the bus to Gunnison is $1.

^ This. I can't believe it took 3 pages for someone to suggest CB. Be warned; jobs are hard to come by though. I have some good friends that ditched the SoCal lifestyle a year and a half ago and moved to CB. They love it but it has been a struggle. Seems like I heard that from just about everyone I talked to out there.
Town=Alyeska
City=Salt Lake
Find a place around 9000s and 1st or 2nd east in sandy...trax to downtown and take the (free with ski pass) bus up 9000 to bird/Alta...that's easy convenient access to public transport, decent sized economy and killer skiing
RU *ING SERIOUS? ARE YOU THAT BIG OF A MORAN THAT YOU CANT FIGURE OUT THAT WHOLE GAS BRAKE STEERING WHEEL THING OR DO YOU JUST LIKE CUTTING OF YOUR NOSE TO SAVE YOUR FACE?
GET A CLUE. THERES WAY MORE EMPLOYMENT IN A CITY LIKE SEATTLE THEN THE A MOUNTAIN TOWN. GO GET A LITTLE AWD DRIVE VEHICLE FOR $300 BUCKS A MONTH AND A GOOD SET OF SNOW TIRES FOR WINTER AND GO UP ANY MOUNTAIN ROAD YOU WANT ANYTIME YOU WANT . THATS A STEAL COMPARED ALL THE BASS ACKWARD LOSER CRUISER PAIN YOURE TRYING TO CAUSE YOURSELF.
Since you said mountain "town" and not "city" : Steamboat has a good & "free" transportation system for getting to/from town/mountain. Sun Valley doesn't suck either.
Crested Butte, Telluride, Bigsky/bozemant All towns that have great transportation, but probablly too sunny/not enough rain or hipsters to keep you dark and depressed in that cool northwestly way. You should just there and keep ripping up the 30 percent moisture content
