Yeah, I use Google Voice # for business with my personal phone/# on Verizon. It's been more quirky in the last 3 or 4 months than the previous 2 years.

When I make a call with the GV # it occasionally shows up on the other persons phone as some totally random number, so even if I am in their contacts they won't pick up, etc.

Texts occasionally get held up for minutes and once for hours.

So I wanted to be able to make phone calls using wi fi (Canadian Hut without cell coverage) and Google Fi apparently uses cell towers if I understand it correctly. Testing Google phone on my computer here in Victor seems to work ok.

Have had Google Voice for years. No issues. I like it because I don't ever have to rely on a mobile provider for my number.

    Use Hangouts for txt messages.

Don't they have posted rates? Like .01/min etc. I thought they did. Look in app settings you'll see where you can buy minutes.

I use it tied to my cell number but don't make outgoing calls via it. It's really just for a number in my current area code.

On wifi I don't remember any issues on our Canadian holiday a couple summers back... but, then again, I wasn't really paying attention. [emoji16]

Google Project Fi can use either wifi or if no wifi available they through their agreements try Sprint or T-Mobile towers to complete the call or whatever data usage that could be required without any wifi. The T-Mobile from what I understand allows some roaming internationally data and of course since it can allow wifi connection and voice over IP can be done on wifi, then calls would be placed and completed on wifi also. No personal experience in use of Project Fi, but there is a thread on here with other mags discussing the service and liking or at least knowing some of the strengths and weaknesses of the cellular service.

I've used Google Voice (Calling direct through the ios App, texts through hangouts, not redirecting to my regular phone number) in canada, and a couple of other countries over the last year. I've used it on WiFi, and using the phones data connection (I buy a data only SIM when i'm in the UK, as they are cheap and easy to get). Calls / texts to US and Canadian numbers are free, and you receive calls / texts fine and free. You need to set up billing to call / text numbers from other countries. Where in the world you are when you place the call makes no difference to these costs.

I have run into some issues with receiving google voice calls (regardless of whether i am in the US or elsewhere). They ring correctly on my phone, but about 1 in 10 don't connect. This makes it quite annoying for incoming calls. I have never had an issues making an outgoing call or with texts. Personally, i let all incoming calls go to voicemail unless it is a scheduled work call, so it isn't too bad, but if i was used my phone more normally, i'm not sure i would stick with it.
