I personnaly like the Guy Cotton x-trapper bib... Kevlar fabric between 2 layers of PVC. Lasted me 6 years on crab and salmon vessels and many years of personal use. They cost more than H/H but around the same as Grundens. Will keep you dry in the arctic ocean and no cotton lining to rot, hold in odors, or get clammy...
All joking aside, let's look at this like a ski reccomendation and see what you like/have tried and what the buget is. Plus every brand fits different and there are different cuts and styles within a brand...

Define 100% waterproof. True waterproof won't breath, so you will get wet from condensation. There are tons of excellent gore-tex type pants out there, which is what I assume you want. I have mostly patagucci, mostly because I live in Ventura, their headquarters. Mountain Hardware, Arcteryx, Coudviel, Marmot, all make great gear. REI, TNF, Soloman, Burton, et cetera also have good gear.
Top end gore-type membranes should work well with a little care and maintenance.

most agree that eVent fabric is the way to go if you want the best waterproof breathability.
i've seen really simple north face Gore-Tex ski pants for $100 on sale. I normally wouldn't recommend north face, but that would be a pretty good deal for a pair of full gore-tex pants.
If you don't want to go over $100 but you want waterproof (read: gore-tex), you may want to check out the used market...
From what I've heard *anecdotally,* eVent is NOT as waterproof as XCR or Pro Shell, although it does breathe way better.
Edit: To highlight anecdotally because I don't have anything empirical to back that up. The only empirical data I was able to find is this: http://www.shelby.fi/tips/breathability.pdf U.S. Army lab study on fabric breathability. It, unfortunately, does not test Pro Shell, but XCR.

I got North Face Freethinker pants and they haven't leaked yet. I noticed that they're what Whistler-Blackcomb liftees wear.
I have a pair of Patagonia Primo pants from about 4 years ago when they were still GoreTex XCR which have been the best I've ever found. Tried to replace them with Cloudveil RPKs which are GoreTex last year. They are decent, but not nearly as good for Whistler type rain/sleet. I've pretty much given up on trying to find a replacement and just continually patch crampon tears and save them for the hardcore weather days. I'd say try to find some used XCR.

Since we are drifting into PVC rain gear for field work I got some of these carhartt PVC water proofs, better than HH IMO ,better straps ,a bib pocket and double knees that you can slip some blue insulating foam into for built in knee pads
