Chris Bathgate- gothic midwestern folk, sometimes accompanied by a 10+ piece band (folksy) and sometimes just him, his guitar, and a looper (loud and experimental)

EDIT: I found a video of Chris solo doing the whole loop thing, gets meaty around 3:45

I like to chill to this band called The Southland. Saw them open for the wailers once and I even bought their CD because I was so impressed. Kind of a laid back electronic Weezer-ish sound. Good stuff.

Have you tried Soel, "Momento?" If you're down with St. Germain it's the same guy.

Some great stuff already mentioned, but didn't see these...
Amon Tobin - similar to RJD2's mellower stuff???
    Lamb - Fear of Fours
    Portishead - Dummy
Beastie Boys - The In sound from Way out, (Not your typical BB - all instrumental)
Kid Loco - (kinda hard to find, but great beats)
    Hooverphonic
Morcheeba - Who can you trust (in my opinion one of the best chill albums ever)

Wow, no one has mentioned Mike Milosh...

STS9 is definitely good, as is Thievery and all the old Jazz classics....Here's "The City" from Milosh...totally good tunes, will make panties drop too BTW....

edit: Rodrigo y Gabriela are pretty fuckin' badass too....
