Soak them in warm water/light bleach in tub.
I found this on google:

and:
"For neoprene, clean waders with a mild soap or detergent, using a soft bristle brush to remove mud and debris. Rinse with water. After cleaning and after use, hang waders and allow them to dry thoroughly. Turn them inside out to ensure complete drying and to reduce odor build-up. When storing for an extended period of time, hang your waders in a dry, dark place. Prolonged exposure to direct sunlight may contribute to drying out and stiffening of materials. "
check for leaks too and patch. they're $5 for a reason.
I got a little tangled up in the woods one spring fishing some new water and ended up going for a five mile hike wearing 5mm neoprene waders. To this day I still don't have any hair on my left nut. For $5 they're worth enjoying that experience on your own. Still wear them for surfcasting in Lake Superior, though.
Five bucks is a good deal if they work for you. Seriously though, neoprene is only for the COLDEST of the cold days, in very cold water. Surfcasting one of the great lakes has to be one of those applications, though I've never done it. If you're using neoprene while surfcasting in saltwater, it's too cold for the fish to be around.
Good for waterfowling, though.
