The record-breaking rain and winds led to a death toll of at least 18, and has left much of the area without power and under water.
Of course, some locals felt the need to brave the elements in their own way, like this kite surfer in Nags Head, North Carolina.

What’s coming is dangerous and irresponsible to kite in, but those conditions are not. It’s not even particularly windy. He looks like he’s flying an 8 or 9meter kite. Has this journalist ever been there before or seen the conditions people kite or windsurf in?
