IMO the vibe from Goshen/Middletown down to Sussex county is not very upstate, but once you cross 17 or get west of there, the upstate factor rises significantly. Port Jervis has an upstate vibe.

FIFY Catskills are nowhere near NW PA- NE PA for sure.... But plenty of prime motorcycle riding in Upstate NY as NW PA also...

But that is NW NJ and NORTH EAST PA- Not NW PA as originally posted (I corrected it) which is somewhere around Bradford or maybe a bit further to the east for Western PA... No Catskils as I stated anywhere close to Western PA.
