Define "life elsewhere"
Microbes: Probably totally ubiquitous and everywhere. There's multiple locations just in our own solar system where it's likely.
Macrobiotic multicellular organisms: Probably also quite common, though much less so than microbes.
"Intelligent" life capable of manipulating it's environment to the degree humans do: Probably pretty rare, though even if it's 1-in-a-billion probability it's still happened a hundred times or so just in the Milky Way.
Organisms capable of interstellar travel: I'm unconvinced it's ever happened. Space is really, really, reallllly fucking big.
If the last scenario has happened, besides the colonizer scenario there is the anthropologist scenario. Some humans travel around the world at great expense and personal risk to study obscure species of ants and shit. It's plausible that there are aliens out there who find Earth interesting for purely scientific purposes. The colonizer/anthropologist scenarios also are not mutually exclusive and both could be happening simultaneously. Maybe Earth isn't a rich source of whatever resources they desire so it's been left to the scientists, or maybe the scientists are being allowed to study it for a while before it's erased from existence.

The common thread among these sightings is that they all are occurring within or near American airspace. Of course it could be that our media doesn't pick up much outside of US markets. Makes me think these sightings are more likely to be new military tech that just hasn't been disclosed to the public yet.

Crazy shit. The pilots' description of the roiling ocean water is eerie. Especially since it was 4 of them that witnessed it. Definitely seems like more than just a simple aerial phenomena at that point.
There's supposed to be a public report to Congress in a few weeks. I wonder if we will learn much more from that than we already know from these leaks?

I'm not sure about the roiling ocean part, but more than 4 pilots witnessed the object itself. The video was shot by a separate crew that intercepted it after it evaded Fraver and his wingwoman. When it flies out of that video it's velocity is thousands of miles per hour and it accelerated to that velocity almost instantaneously. Fraver was only out there at all because the ship-borne radar had been seeing these objects for days beforehand and they sent him to investigate.
My gut says the congressional report won't reveal much beyond what has already been leaked.
It's certainly possible, but the behavior of some of these objects seriously strains the plausibility of that hypothesis. The TicTac object outran two F-18s like they were standing still, just vanished in an instant. The radar on the Nimitz had been seeing them descend from 80,000 ft to sea level in one second. That's 54,000 mph, which is faster than the Chelyabinsk meteor was traveling when it entered Earth's atmosphere. It's hard to believe that the US, Russian, or Chinese militaries have secret tech that advanced right now, let alone in 2004.

Hauling ass. And then stop in an instant? Not with our technology, well apart for releasing an equal energy than a small tactical nuke (or 4-5 times larger than the Beirut blast).
Or, there might be a more mundane explanation for the events.
I'll go with the latter.

if the USA or another country were producing this technology, what interest would it have in refuting stories that these things are unexplainable and therefore extraterrestrial?
