In any case, I'm an expat living in the EU, so I didn't need my mommy's help on this one. But I can ask her to google "registering a US vaccination in France" for you.

I'm not gonna wade into Benny's pissing match on the technicalities of the Vax Card certs etc.
My take on Yurp this year, at least for Austria and Italy, is it's gonna be tough. Wife's family is German, I love the Arlberg having scored there over the holidays numerous times and with the current flow it looks like they are getting some snow. I think things would be skiable snow wise +/-. My record out of about 8 trips in 10 years was 50% knee deep, 25% ass deep, and only skunked on pow 25%. From the snow perspective it would be a go for me.
I think the tough part is that the whole Yurp ski experience has zero to do with "social distancing" or spacing which is challenging at the moment with C19. Whether that is in the cute mtn huts for lunch where your ass cheek to ass cheek, in the trams, or lift lines with Franz pushing you, or the half board hotels where everyone eats for a week, as is so common in Yurp. That doesn't even talk about Apres, although my guess is there won't be much Apres this year. Everything is just closer in the Alps and it's more part of the culture and charm of skiing there, but pretty much the opposite of what needs to happen at the moment w/ C19.
Then look at the past reactions of governments in Austria, Italy, and France. They basically locked down all last winter and it looks like they are heading that direction again if Austria is any indications. I know they are gonna try to open mid- Dec. but the reality is if case loads, hospitalization, etc keep trending high or up, there won't be any skiing. Bummer, but that is my gut.
My sis-in-law (German) just had her January family ski trip to Austria cancelled. They likely won't ski for 2 years at this point. Things are apparently as bad as it's been (case loads, etc) during the whole C19 pouch screw in Germany and I don't think they are much better to the South. Just make sure you can get your $$$ back is my end recommendation.
I will say you are gonna most likely be skiing groomers in Italy if the past snow record is any prediction of the future. That and the early season Avi conditions in the Arlberg can be a bit dicey. We were 1 valley over from Solden with the Bryce and Ronnie got caught in that Avi and the snow pack was positively frightening. Then again, it's like that everywhere early so I retract that as a consideration.

I'm been in Italy for the last month with a trip to Zermatt, Switzerland thrown in. Here are my experiences.
In Italy you can just show your CDC Vaccination Card as its not possible to upload to get a Green Pass.
In Switzerland, you need to upload the CDC Vaccination Card and get a QR code. The cost is $30 bucks and I got mine in 24 hours.
Both countries are definitely checking at restaurants, bars, etc. In Zermatt they didn't check to get on the lifts, but Monte Rosa they are. Hope that helps.
