I can hook my razr up to my computer and get internet access, you might be able to get/buy a fax utility that will work, but not sure.

    Short answer = Unlikely (No)

Long answer = Fax machine communicates on a phone line with phone line DC power & signals. These are different than the cellphone's handset/headsest signals so they are usually not compatable.

PCs have the option of using Bluetooth wireless connectivity to talk to the cellphone's headset circuitry and piggyback thier data signals onto the cellphone network, but . Some very very early fax machines & modems used handset accoustic couplers, but those are long gone from the market and wouldn't match up with a cellphone speaker/microphone anyway.

PC direct cabled to a cellphone like Dan has simulates an external modem functionality, but this is probably not going to work for faxing.
Good runs when you get them.

    More like 1997.

Take pic with phone and email. If that is unacceptable, you don't need to do business with them anyway. If it's government, just go to a UPS Store or FedEx Kincos and pay the 25 cents.
Although, to be fair, medical stuff still uses fax a lot. Closed circuit much better for HIPAA. Of course, most of the time it comes from some digital fax utility, so who knows. Probably packet switched at some point.
    No longer stuck.
