The administration has postulated a
multiplicity of enemies, including rogue states; weapons of mass
destruction (WMD) proliferators; terrorist organizations of global,
regional, and national scope; and terrorism itself. It also seems to
have confl ated them into a monolithic threat, and in so doing has
subordinated strategic clarity to the moral clarity it strives for in
foreign policy and may have set the United States on a course of
open-ended and gratuitous confl ict with states and nonstate entities
that pose no serious threat to the United States.
Of particular concern has been the confl ation of al-Qaeda and
Saddam Hussein’s Iraq as a single, undifferentiated terrorist threat.
This was a strategic error of the fi rst order because it ignored
critical differences between the two in character, threat level, and
susceptibility to U.S. deterrence and military action. The result has
been an unnecessary preventive war of choice against a deterred
Iraq that has created a new front in the Middle East for Islamic
terrorism and diverted attention and resources away from securing
the American homeland against further assault by an undeterrable

How often does any government action achieve this? And shouldn't a better life for the needy be among the first goals of government policy? Surely it should be among the first goals of liberal government policy. That a conservative president has done something to help millions of people with money problems, little power and an anxiety-filled life--the meek, in New Testament terms--seems such a departure from the script that the anti-poverty aspects of the Bush initiative are simply being ignored.
Yes, there are political considerations in Bush's immigration initiative, but reaction has pretended there are only political considerations. Set aside whether Bush's decision will help Democrats or Republicans, and consider how it will help the poor. Millions of hardworking illegals who live in constant anxiety in the United States--the comfortable U.S. majority cannot imagine the endless personal apprehension and feeling of powerlessness that comes from illegal status--will be able to stop living in fear. Working conditions will almost surely improve for the millions of illegals who take the restaurant, lawn-service, cleaning, and other jobs that most Americans simply do not want. Benefits for those millions will improve, as will the odds of labor organizing.
My guess is that the president's initiative will have a secondary effect of causing the federal minimum wage to rise, or bringing this about de facto if employers bid-up minimum wages voluntarily. It remains a national scandal that the federal minimum wage is worth nearly a third less in real-dollar terms that it was in the 1960s. (In 1963, the federal minimum wage was $7.25 an hour in current dollars; the 2004 federal minimum wage is $5.15.) It remains a national scandal that a person can work 40 hours a week at the current federal minimum wage and be impoverished by the poverty-line definition. (The 2003 Census Bureau poverty line for a childless couple was $12,120; 40 hours for 50 weeks at the current federal minimum wage brings home $10,300, minus taxes.) Today employers can bully illegal or clouded-status workers regarding wages, knowing they dare not complain; the huge pool of powerless illegal laborers is the core reason the federal minimum wage has eroded in such scandalous fashion. Once Bush's plan brings the immigrant worker into the daylight, workers will have more leverage, and pressure to raise the minimum wage is likely to increase.
Plus there is the combination of Bush's immigration plan with his proposal to ensure that illegal workers get full credit for their Social Security taxes, and can take the benefits back home with them when they retire. Millions of illegal workers have been paying in to Social Security with no chance of getting anything in return, which in effect transfers money from one of society's worst-off groups to one of its best-off groups, middle-class American retirees. A working life of arduous low-paid toil, followed by impoverished retirement, has been the lot of millions of illegals in the United States. Now that can change. And many will have the option of returning home on retirement, in most cases to Mexico, where the buying power of the Social Security dollar is ten times what it is in the United States.
Had a Democratic president proposed exactly what George W. Bush has proposed for the treatment of illegal immigrant workers, editorialists might have called it bleeding-heart liberalism. Fine! Hearts should bleed for the needy. That commentators have focused instead on political vote-totals analysis, and petty sniping at the Bush plan just tells us how removed contemporary media is from the struggles of the average person, and how little today's upper-middle-class journalist or upper-class political pundit cares about the daily struggles of the people who trim his or her lawn. Set all that aside and focus on what matters: the lives of millions of needy people--millions of the meek--are about to improve.

The immigration plan is a feather in the cap of Vicente Fox, and likely to improve daily life for millions of Mexicans as well as millions of Americans. (Mexican illegal workers will earn more here, and thus send more home; workers who retire here will return to Mexico for their senior years, with Social Security dollars to spend.) Fox's attempts to improve Mexico both in living-standards and as a civic society are little appreciated by the U.S. media, which seems unable to grasp the developing world in any terms other than the preferred doomsday narrative of chaos and misery. Living standards are rising in most of Latin America, for example, and democracy has autocracy on the run almost everywhere in the region. You'd never know that from U.S. news coverage.
But though many things are getting better in Latin America, the mood is poor in many nations. As the Brookings Institution scholars Carol Graham and Stefano Pettinato detailed in their 2002 book Happiness and Hardship, most people in Latin America now live better than their parents did--but their expectation is that the future holds a worse life. (Pettinato is now at the Inter-American Development Bank.) Expectations, Graham and Pettinato write, dominate a society's view of itself, and expectations are low in several South American nations.
Currency bedlam is the root cause of Latin America's declining expectations, David Malpass, chief global economist at Bear Stearns and an expert on currency exchange, argued in a recent paper for the Council for the Americas. Latin America, he said, "must stop being the continent of crashing currencies." Commentators tend to view dependable currency as a concern of bankers and industrialists. It's average people who get wiped out when currency deflates, and average people who are harmed by unstable currency; no one will write long-term mortgage loans when the future value of currency might drop fast, for example. Malpass believes that currency stabilization should be the number-one goal of all Latin America economic policy, and of U.S. policy towards Latin and South America. Sound money currency will lead to higher per capita incomes, and higher per capita incomes are the best counter-drugs, pro-environment, pro-democracy tool.
