Good lookin pup there! Looks a bit like one of my favorite Border Collies ever, Momo
Ugh, that's awful, hope your pup is ok Falcon. Yes, you have to report this type of incident and yes, the owner should pay for the vet bill and take whatever required steps animal control requires. The process can raise tensions, so try and be as matter of fact as possible and take care of your pup while making sure your bills are paid. I've seen some truly horrible dog owners double down in situations like this.
In other news, apparently the bed I got for the new pup, Shep, isn't good enough for him so he insists on laying on top of Connor in his all the time now. It's very cute, but I can tell sometimes Connor is just tolerating the invasion of his 'safe space'.
I still call it The Jake.

Back to the dog fight. It's one thing if two dogs kinda mix it up and get a couple scratches. It sounds like the attack was unprovoked and the dog was trying to kill your dog Falcon. It looks like WA has some pretty common sense laws on “dangerous” dogs. Need to be under direct control of owner and muzzled or in enclosed space with roof. That’s what this dog needs. He was absolutely trying to kill my dog and busted through his fence and out into the street to get to us entirely unprovoked.
I’ll approach the dude in the daylight on Saturday with the bill. I live in a rough-ish gentrifying neighborhood, but it does look like this guy owns his home so there should be insurance at least.

I had some buddies who rented far-rural desert ranch house about 30 miles west of taos, a series of them passed it from one to the next. Ski bums, wildland fire guys…coming and going. The house came with a tame coyote, named Wily, who would sometimes hang around for awhile, or other times just check in every now and then. He was a good lil guy. I was a real fan of that animal and that mode of living.

That's awesome. I feel like Momo was my family's second Border Collie since the first board book ever given to our son when he was born was "Find Momo". Many others followed, along with puzzles, pictures, etc that Andrew produced. That was 7 years ago. When Momo was going through his late life struggles this past year and a half, it was very informative to me and very heart-wrenching to follow along as our Connor is now 15.5 years old and dealing with some of the same issues. Hard not to see your own dog in the images of another (despite that Connor is a few years older than Momo).
Reading Andrew's posts the final week of Momo's life would bring tears to the eyes of anyone who reads the "It's Just a Dog Thread". My son and I kept Connor very close to us during that time. I'm excited to see that like us, he is getting another Border Collie soon.

We got our Connor on a low dose Deramaxx regimen and monitoring his bloodwork to make sure its not doing any damage and so far so good. We've been up to the mountains a bunch, camping in GSMNP and to the beach a bunch and he's trucking right along. He just has to worry about a 13 week old (albeit much, much calmer than he ever was at that age) version of his younger self wanting to play and nip all the time. I think it's helped.

Yeah, those books have been our go-to presents for friends/relatives' kids. And Andrew is a really nice and genuine guy IRL.
I only stopped following him because I gave up on Instagram itself (FB too).

I've been thinking about bringing the bandana back, looks great on Panda!
My Connor wore an orange Salty Dog one for about 8 years till he lost it in the ocean, and well Momo had his red plaid, and love your Panda's cowboy red paisley - just looks great with their colors and coat.
