    The proposal that was mentioned in the article, and I assume the one the legislature will debate next session, is collecting ODOT's budget from vehicle registration instead of a fuel surcharge. I don't know if that's just EV's or a complete overhaul.

    We are definitely behind any other snowy place I've spent very much time.
