My comment was in response to Vitamin I's rather complicated Method #2, so not so serious.

I also could have said, "find a cheap used box that works".

Did the OP try the suggestion to remove the whole rack + box from the vehicle? Seems like you could shake loose the obstruction that way, easier than drilling and prying.

well I could have chimed in with " buy a Tacoma and a canopy " which would work, would cost >50K and be so cool
but that would still not be the point of a pretty good technical thread which answers a problem some of us have expericanced

not me of course cuz I have the PU with a canopy

putting skis inside your mom's car is not cool

If it’s mounted to a factory roof rail not sure if that can be removed with a box attached. 4Runner rails for example. After market cross rails probably can come off with the box attached

Hey, every body should suffer the trials and stress of banging your head on the asphalt until, finally, something works. It's how we all grow. But ..... when said behavior becomes obsessive, growth ceases.

Yes, OP claimed he tried that idea, but that didn't solve his problem.

Maybe you should leave it locked and bury it as a time capsule.

It worked! Drilled out the two front rivets, pried the lid up and to the side to expose the bar, used a screw-driver to slide the bar.
The locks still don't work though and it was getting dark so we gave up on playing with it. I'll give 'er another go tomorrow.
    Nothing moldy or ruined inside.
    A success.
    Thanks again

If buddy rode the bus to the hill and rented a pair of skis this thread would have been unnecessary

Before retiring that box, you could try lubricant/WD-40 in the rotating cam thingy in all 6 latches.

If that doesn't fix it, next I have an unproven theory that you could try filing "just the right amount" of material off the left side of each plastic ball of the 6 ball-and-socket joints. The left side of each ball contacts the rotating cam thingy. (If you don't file enough material off each ball, then it still won't open via the turning handle. But if you file off too much, then my guess is a thief will be able to force it open even when locked.)

Should never use WD40 to lubricate a lock itself. Attracts dirt (especially for something like this that lives outdoors.) Graphite and or a lock specific lubrication (lock-ease, etc.) that does not become a magnet for dirt to the lock and mechanism. Maybe inside the slide part if that is still part of the problem.
