I looked at that video as a PSA for Ukrainians and thought "It's about time". The videos of drones dropping grenades into trenches and seeing bodies fly is a new view in war reporting.

I take that to mean Russia has given up on holding Crimea. One of their achieved SMO goals was to resupply water to Crimea. Supposedly Crimea was in a bad way before the SMO. Presumably, they refilled the reservoirs in Crimea, but now there will be no more water in that canal until the dam is rebuilt (or a big pumping station installed).
Also, the nabobs were earlier nattering about the water supply to ZNPP. Presumably the nuclear plant will have cooling water supply problems soon. It has been in cold shutdown since Sept, so maybe the cooling requirements are manageable? n.b. cold shutdown still requires cooling.
As for military implications, flooded (or exposed) soil will need a few weeks to dry before vehicles will have much chance of launching, landing, or traversing. I doubt that a major water crossing was planned, and any raids can likely continue.
Economically, Kherson farmers won't be getting their water allotments. Also the locks probably won't work so any river traffic is halted.

eta: Al Jazeera report says the dam is 3m high. I expect ZNPP has a disaster plan for this. Even if they don't, 3m should be a minor obstacle to supplying water.
