    I don't think you have to pass a test or get a license to be a bounty hunter so if you want to be one just say you are one and boom. You just haven't gotten paid yet.

    It's licensed and regulated in Washington, and I assume the same in most states. There's even a test and lack of criminal history requirements. Also must be legally allowed to possess a gun. Once licensed, a bounty hunter is allowed to forcibly enter a person's home to apprehend a defendant on the lam so long as they follow a bunch of rules (like notify the cops of their plan to break down the doors).
