I usualy just try to replace without bleeding cuz A lot of places in NA the bleeder screw will be corroded in there ... snap eh !

When I do car pads yes, because they tend to last for years and by then the fluid is probably fucked and has a ton of water in it. I also crack the bleed screw when I compress the pistons so the fluid in the calipers goes straight out of the system instead of back up the lines.
When a set of bike pads only lasts a few months, I just clean the pistons off really good and push them back in. Although the brakes on my hei hei have been bled, uh, 3 times now since getting it last august. (because at first they felt like shit and then the hoses needed shortening and then I swapped levers)
