Should governments ban ransom payments? It would be painful for individual organizations in the short run but eventually criminals would give up.
The case for a ban is simple. Last year an estimated $25 billion was paid towards ransom demands. Even though survey results should be taken with a grain of salt, ~7% of organizations said they paid a ransom to a ransomware gang in 2020. If those number are anywhere close to representing the problem's scale then maybe the best way to stop it is to cut off the revenue stream.

Pen and vulnerability testing would go a long way. If they were enforced with more than a slap on the wrist it could go a long way.
