Understandable.
Years ago I was working on a commercial for AT&T and the gag involved shooting down the rows of the switching equipment in one of those big concrete buildings. They needed shiny black floors to make the shot look good and we installed miles of temporary black laminate flooring throughout the place. Worked our asses off, it looked great, everyone was happy. As the day progressed one of the building engineer dudes came across us and he noticed a pair of wire cutters in my tool belt (typical). He turned white and said "You're not allowed to have those in here!".
I guess if i was mad at some bills I coulda really fucked some shit up.

It's a weird one for sure. Very premature to speculate who or why, given that there's no objective that's apparent from the setting. AT&T? seems more likely that that's just a place where people work; I doubt it was a network infrastructure hub. I could see it being a corporate hit if it was, I don't know, Comcast. What else was there, a Hooters? That place was probably on its way out without a bomb. Also, the 30 minute recorded, amplified, continuous warning. If they're trying to keep people from getting hurt, as a demo or just out of nihilistic boredom, why do it where there are lots of people living there to begin with?

It was clearly put there to blast that AT&T building off. The funny thing is, the automated voice who warned about the timebomb isn't true about the countdown.

I guess I am interested in the why of it. I would be curious about the placement related to AT&T. Was this just a location of convince or was it strategic insider knowledge? Not all CO's are created equal. And really the only way to really shut one down is a few stories underground.
