I have always heard them called muffin fans,
mostly they seized due to lack of lubrication
some oil will get them spinning

The best box fans are the ones that stay running, they are sealed/ posed to run foreva but sometimes they sieze/ get hot, I usually had a spare but it might not be the right model in which case unseal/ lube/ fix to get the puter running and order the new fan for next time
