What I’ve gathered from this thread is that the best way to tell if a place is upstate is to see if there is any reason to be there. If the answer is yes (excluding prison sentencing) it’s not upstate.

You obviously don't know what Putnam County is all about. Get off the Taconic at Peekskill Hollow Rd or Miller Hill Rd and head into the hills. Check out the voter demographics. Look at the hoopty situation in a place with no emissions inspections and the safety inspections is barely a step ahead of Ohio, they do (sorta) require 2 wheels to be pulled for a brake inspection but that's usually ignored. You could just look at the insane number of overgrown, run down, pile o' stuff properties that exist and you'd include it too and the whole county is within 60 miles of the city.

I remember seeing the aftermath of the one that went through Mechanicsville in 98ish. It chose an interesting path over some hills and houses to the river.

I said upstate not redneck. Clearly Putnam County is full of southern Ohio class rednecks. But that does not make them part of Upstate. No Stewarts down there and tons of people commute to the City. Coming from someone who has lived from one end o fcb the state to the other - It just does not "feel upstate".
Then again, I also do not want most of the Catskills in upstate as lots of those small towns have really weird vibes - the people living there half look like zombies.
