X is some function of 3 light bulbs, but it's not clear it's addition.

If its just straight addition, then 3 + (9*45) == 408.

I second this - with emphasis on the fact that the relationship between the lightbulbs is not defined nor is there any indication that the [ number of 'rays' is of any significance ] :
the value of the three lightbulbs is Buster's unknown X.

3 + (9 x X ) is as far as I can take it without more information...

Poorly written. The 'rays' of light off the bulbs were meant to be taken litterally. However the markings on the clocks were not.

Marks on clocks don't matter. If 3/4x + 3/4x +1/4x = 21 then x = 12. Even with no marks.
