I have some Enve m60 HVforty rims, with aero spokes, new rim tape, new nipples. No hubs. One rim is brand new and can be registered to be warrantied, the other has a few rides on it and is basically new. Make me an offer that's worth it to you after buying hubs and getting it built up, I'm willing to sell to a maggot for a bargain.

You could go new and handbuilt if ~$1200 is in the budget.

Appreciate that. Shying away from internal nipples.

Try the pros closet. They seem to have a lot of good wheelset deals.
