Oh man there are so many in the greater Seattle area not to mention all the county and state fairs. Hard not to find something going on several times a week when the weather is nice. The Times just published this:

When I lived on Mercer Island we had concerts at Luther Burbank park and downtown Seattle ran a series of lunch time concerts that I used to hit up also. For those kind of concerts you just need to keep an eye on the events sections of local papers/The Stranger/The Weekly. You can also pretty much count on most seasonal festivals having some sort of musical entertainment.

Spokane has quite the music scene. Their biggest festival is "Volume" which takes place in downtown at the end of the month.
And not to be forgotten - southwest Washington:
Vancouver Summer Concert Series
Maryhill Winery has a whole series of concerts spread out between their tasting rooms in Spokane, Vancouver and Goldendale (this is the estate itself).

Living in Delaware...and dreaming of relocation to E. Wash or Idaho, I love seeing all the pictures.
