Subzero temperatures put zombies to sleep (as "World War Z" has it). So the answer is - not until spring.

Pretty sure white walkers can ski. They're better built for cold weather. That said, I wouldn't worry about zombies at the ski resort.. Too many helmets making it more difficult for them to get the brains..
Go that way really REALLY fast. If something gets in your way, TURN!

Traditional voodoo zombi: only if their summoner commands them to; they have no will of their own.
Night of the Living Dead zombie: retain significant muscle memory, but singular focus of purpose (eat people) prevents them from doing so.
Lovecraftian zombie: primitive, violent, unthinking. Basically a park rat.
White Walkers: absolutely. They can ride undead horses and command undead armies, they can french fry.
Texas spring break zombies: Definitely not able to ski, but it doesn’t prevent them from doing so.
