There are a couple of ways to ban... and more importantly this place now has many mods which means that even a tard with excess time and motivation can be more easily dealt with if they repeatedly attempt to go around the bans. Eventually they get bored and move on to greener pastures.

i'm no expert, but I don't think banning by IP is effective. His username is banned, and maybe the email address associated with it, but that's probably it.

Danno is correct. Your IP address also changes over time. You have to actually pay extra for one that doesn't. Your phone, laptop, or other devices will show different source IP addresses if you go anywhere with them. IP banning is almost completely pointless.

Individual devices (actually their wireless or wired connectors) have a unique MAC address, but if I remember way back correctly, you only see the mac address of the previous hop along the intertubes if you see it at all.
