I'm pretty sure you cannot just buy a membership in one day. It has to go through an application process. I don't see anywhere on the website about specific locations to buy memberships.
From USSA website:
Q. How long does it take to get a membership processed?
Depending on the time in the competition season, it can take any where from one day to one week from the time we receive the paperwork in our office. Please submit you application early, allowing ample time before your event to insure that your membership is processed. Memberships are processed in the order they are received in our office. If you need your membership processed quickly you have the option of including a rush fee of $25, which will insure that it is processed within one-two business days. The rush fee only applies to processing of the membership. There is no option to rush the delivery of a membership card or bonus packs. You may however print a membership verification from our website at www.ussa.org under Quick Tools (located in the righthand toolbar), Member Lookup.
