    A WAG, but 3rd party liability insurance is the minimum required coverage, outside of the registration. Collision, comprehensive, underinsured motorist protect, etc. are all discretionary. And even within the province, the cost of the 3rd party liability is dictated by the region where the vehicle is primarily driven. Perhaps that is the issue when taking the vehicle's insurance across the border. I know this is what the CC gives me, it supplements the minimum assigned liability from half a million, to 2 or 3 million.

    I have family that's drive rental cars into Canada from Spokane every year. They don't bother with supplementary coverage, and just take their chances. No issues that I'm aware of.
