The Chinese just built a parking lot at 14,000' on Everest. No reason we can't do the same at Rainier. Heck, super easy to do at Baker too.

The FS keeps roads, paved even, gated seasonably all the time. Even when they are only partially snow covered.
The reason that this particular instance was controversial is that they could have legally parked in the sno park and accessed the White River road from there. Of course this means they would have had to ride their sleds over a large section of dry pavement. The gate is in place because there isn't any room to accommodate parking and turnaround where the snow starts, and/or people might to try and continue over the snow in a wheeled vehicle getting stuck and likely abandoning the vehicle. It would be a colossal clusterfuck if they were to just leave the gates all open and allow unrestricted access during these shoulder seasons.
Their plan had been to drive up White River Rd. until they hit snow and then sled in. They planned on cutting the lock to do this. How do I know this? One of the party members told me in a pm at TAY. They also cut the lock on the Eightmile gate up the Icicle. This really isn't civil disobedience.

I stand corrected but I'm still highly skeptical of the NPS having the best interest of the public in mind. I think they engage in rent seeking and empire building behaviors way more than the USFS - and tend to treat the general public with great disdain.

When I was up on Beehive Mt. earlier this week looking at the Ridge and the ground was bare below the upper basin. I'll be surprised if they can open before Saturday and even that would be iffy I think.
