It's really simple - grate some potatoes and onion, mix with matzoh meal (or crushed-up saltines if you don't have any) and enough beaten eggs to get it to hold together, add S&P, and then pan fry in oil (don't skimp on the oil, you need enough to basically shallow-fry them - I usually put a few tablespoons in the pan and then replenish between batches as necessary). Keep the temperature medium; you need them to cook long enough to cook the potatoes, if they brown too fast they'll be raw in the middle.

my mom says that if you make latkes ahead of time and plan to reheat them (if you have company and dont want your house to smell like a fast food joint) don't drain (blot) them after you fry them. then bake (re-heat) them on a cookie sheet and then salt, drain/blot on paper towels before serving.
Jewish grandma advice.
