Hybrid bike for the better half?

Wife-to-be wants a bike that will be 90% hard surface exercise (neighborhood rides, going to outdoor bistros with canine in repurposed kid trailer, etc) Any hyrid reccos in the <400 range? (Not dropping real coin until demonstrates commitment)

Upright stance... Couple inches up front? comfort above all else.

    Suggestions?

take her to your LBS and see what SHE finds comfortable and that she likes.

for $400 (or any price really) all brands are about the same for quality

Commitment to you or riding a bike?

$400 is chump change if you're talking new bikes. I'd say garage sale/bro deal or Craigslist road bike in the appropriate size, put some larger (~28mm) tires on it, a good saddle, and maybe flat bars/stem (will be some $$$) with more upright angle. Make sure it's got 700c wheels so you can find decent tires to fit. Keep in mind comfort is relative and a position that seems right for a new rider will change after they ride regularly for a month or so.

Not sure where you live, but in Seattle or Portland you could just hang around brewpubs and coffee houses and ask people of about her same height if they know of any bikes for sale, almost everyone has their next dream bike half built already . . .
