I misread that originally and thought that was percent. 20 degrees is a whole different ballgame.
FWIW, NZ students regularly blow out beater car motors on this street at 19 degrees at the end of their annual rally. Having been there and driven it, it is terrifyingly steep on a dry sunny day in an underpowered rental car.

where is that pic from lee lau with the BC power company's hut buried in giant snow pillows?
curious as to your plans...
prefab the house with a few containers and heli it over? build a concrete wedge facing uphill to protect the house from avalanche?
solar and diesel power? what about running water?
instead of building a road, wouldn't it be cheaper to buy a snowcat and a couple snow machines for the winter? for the summer, horses should do. you can build stair steps. build winding paths for ATVs within that road width?
even with snow vehicles, what are you going to do about avy control?

Gonna do all the construction on site, getting there is dead easy (to me) with no snow, just steep and bumpy.
Building site is on a ridge, as is the road down to it, but downhill snow migration is still a concern.
Gonna get a well drilled, there's a guy up here with a truck that can handle the drive.

Drew up a ~10% grade driveway on the topo for shits and giggles, 12 switchbacks and close to 2 miles long.
