CORDEX is normally used with PETN, general terrorists don't use alot of PETN but maybe. Its relatively easy to get and a bunch was stolen from NM awhile back. PETN is used because its hard to detect and doesn't generally go off by mistake, these devices either used a very small amount or used the CORDEX to detonate another material which could be about a billion different things.
