I had them repaired, last fall. But I can take a picture. Some double hungs had pockets of rot in the middle of the sill, well away from the corners (which I thought would be more prone as it's end grain)...after 10 yrs. Always kept painted and caulked properly.

More likely the installer deserves your ire...

There's only 1 way to install them. Unless you put them in upside down. The window comes primed with the sills attached.

Just arrived home to find the offender (MIL) driving on my front lawn as she did not want to get out and move the garbage & recycling bins at the end of the driveway. Apparently having all your waste picked up at your home curbside is a major inconvenience. Finding the tire tracks would have been one thing but she actually pulled the stunt in front of me as I was coming up the street. Sprinkler head repair and carpet cleaning have now been added to the agenda and its not even 5pm on Day 1.

Thats why I only recommend clad, either Marvin or Integrity, as todays fast growth wood wicks water and rots way to easily.

There's only 1 way to install them. Unless you put them in upside down. The window comes primed with the sills attached.

I believe he was referring to being properly taped flashed etc.., but who knows maybe your MIL's dogs was peeing on the window...
