I'm not the brightest mechanically, but the fact that the sprocket on the wheel is bigger than the sprocket on the saw, this probably means the movement of the wheel is meant to drive the movement of the saw? Or can that not be assumed. It would be very inefficient the other way around right?

That sprocket ratio is probably right for two reasons. The first is that chainsaws can really rev. I don't know what the exact max rpm would be, but I do know it's up there (I'm guessing 8000+). The second, is that the chainsaw doesn't have enough power to drive that wheel at a higher ratio (like starting your car in 5th instead of 1st).
