    We have a nearby county that is pretty rough. I have a paramedic friend that works there and they typically run multiple OD cases each day spreading narcan like candy.

    Event plays out like this, inhabitant OD's. Fellow inhabitants don't realize one of their fellow inhabitants has OD'ed. OD inhabitant unrevivable. Fellow inhabitants drag him/her out to the vehikle and dump unrevivable in the in the local river. Several days later, trout fishermen find OD inhabitant.
