You should have no problem getting outside more in SD. Everyone is active and healthy there.

You have to go pretty far east to get good shuttle-able mountain biking. All the local stuff is XC...

Really, I wouldn't be scared to move more north or towards SD. Traffic is more seasonal than anything. Are the horses racing? Is it spring break? Are the chargers playing the raiders?

I lived in Leucadia '11-'13. I concur. Encinitas is the best coastal CA town by far.
