Even here in small town I know people who could have owned but they just don't want to don't want to own altho with rentals as they are they might be questioning their choices

Yeah I mean it's all cringe but she is right about the income manipulation game. I know a dude here in "low income" new construction he bought a few years ago. He loves to tell people how he gamed the system etc. He owns a business, had every fucking toy, brand new camper/truck/drift boat/sleds/fly rods/hunting shit/etc etc etc etc. The whole complex is the same shit. On paper he probably makes 10k as an employee of his own S-corp, but the corp is making 150-200k easily I bet and he is the only employee. It's all a game in most mountain towns now. I know of several actually low income people who tried to apply and "Sorry it's all spoken for...." was the answer because they hadn't gone on enough raft trips and shared enough joints with the people in charge of the application process.
