They had to because unregulated dispersed car camping areas all had literally hundreds of pounds of human shit piling up in them.
Enforcement is a priority. Its heavily patrolled plus there's local nimbys who volunteer to go around and write down plate numbers for the Freddies. Good luck with that.

Joe rice owns apartment buildings for his employees, but doesn’t own parking spots, except his own. However, I think he rents all of his restaurant spaces, and not the lots. (?) Maybe the new Sidewinders if you know him, (owned by Fine Dining Group) but I don’t think his employees are allowed to live out of vehicles at any those properties.
