Covid care costs a shit ton as well and beds are limited in hospitals. When they started to use the passport, people got vaccinated at a faster rate to participate in society and buy booze. Those same people are also now far less likely to have to be cared for in the hospital. 20$ is less than 50k. that was part of 'living with the virus' in the middle of the pandemic.
